Announcing SVBC's Newest Board Members
Last month, we welcomed the newest additions to Silicon Valley Bicycle Coalition’s Board of Directors at our annual member party in Palo Alto.
Together, we embark on another year of growth, empowerment, and continued advocacy for building a more inclusive bike movement and safe streets for all.
Welcome to the Board of Directors, Kay Cheng & Lien Johnson!
Kay Cheng
Kay Cheng is an Associate Vice President and Senior Lead Transportation planner at WSP, who manages complex transportation projects.
Previously, Kay created and implemented programs and policies for shared mobility operators at Spin and Lyft. At Spin she led a team that implemented the Safe & Livable Streets Program, Rider Safety, and Equity Initiatives.
Before her time at Spin, Kay had a long tenure with the San Francisco Planning Department and led many of the Department’s innovative projects, including Groundplay, Polk Streetscape Design, and Market Street Prototyping Festival. Kay’s career has focused on helping cities and advocates provide safer experiences for residents and all people walking, biking, and rolling.
Liên Hoa Johnson
Liên Johnson is a passionate advocate for cycling equity and social justice. She has extensive experience driving initiatives that make cycling and the industry more inclusive and accessible. As Communications and Marketing Program Manager at Outride, the non-profit arm of Specialized Bicycle Components, she brought cycling programs to youth in underserved communities. While at Specialized, Lien led internal diversity and inclusion efforts, working to create a more equitable cycling industry for women and minorities. Liên also served on USA Cycling’s DEI Task Force, where she championed initiatives to expand youth and collegiate cycling programs, addressed anti-transgender discrimination, and organized USA Cycling’s first Inclusion Conference.
In 2021, during the Taliban takeover of Afghanistan, Liên led the emergency evacuation of the Afghan women’s national cycling team, ensuring the safety of 40 cyclists—most of them women—who faced grave risks of persecution. Partnering with MTB Afghanistan, she raised over $165,000 to support these efforts.
Before her work at Outride, Liên founded and led a creative agency in San Jose focused on increasing the representation of women and underrepresented minorities in creative production. She currently works as an embedded Marketing Manager on the Developer Marketing team at Google.

Kay and Liên replace long-standing board members, Amie Ashton and Alyssa Plicka, who have collectively dedicated 20+ years of leadership on SVBC’s Board. Amie and Alyssa, we are grateful for your guidance, passion, and support over the years!
